When I reported the account, it was dead. The author even acknowledges that the main channel in the account was expired in his post.
Trying the account again right now, the subscription seems to be re-enabled back and working.

After a few polite PMs, our kind and polite user GDA @ giaderzass and yours truly have concluded that there must've been some kind of misunderstanding.
The account was/is indeed technically dead and the report was valid..

The warning has been revoked/removed.

No worries, glad to have an honest hard working mod on the CS forum as part of the already amazing staff. I, from my end, will look into making clearer reports on dead accounts in the future.
